Management of Publicly Funded Programs

For KWB, we created an EspoCRM-based system that centrally manages several ESF and federally funded programmes—from registration and activity planning through to results documentation. The focus was on an end-to-end funding workflow, a reliable data foundation and maximum transparency for funding bodies. Clear roles, secure access models and automated reports enable teams to manage programmes in a scalable and audit-proof manner.

01

The client and starting point

Koordinierungsstelle Weiterbildung und Beschäftigung e. V. manages several ESF and federally funded programmes. Each has its own duration, target groups, evidence and reporting obligations. Information about participants, employers, partners, activities and outcomes needed to come together in one data foundation while remaining manageable by programme.

02

Challenge

The project involved highly sensitive personal data, complex funding rules and an end-to-end process from registration to results documentation. Each programme has its own funding guidelines, durations, target groups and evidence requirements. These had to be brought together in one system without losing traceability. Reporting for funding bodies also needed to be standardised, fast and auditable, while case management required as few manual intermediate steps as possible. A clear separation of roles and access rights was essential so that sensitive data would only be visible where it was genuinely needed.

03

Requirements and target state

The system needed to keep programmes distinct while allowing shared master data. Requirements included programme-specific rules for duration, target groups, evidence and waiting periods; roles and field permissions for sensitive participant data; central activity and outcome records; automated tasks and deadlines; and standard PDF and Excel reports for funding bodies.

Pseudonymisation and traceable access were part of the target state from the outset.

04

Why EspoCRM was selected

EspoCRM could be extended with programme-specific modules and rules without building a separate application for each funding programme. It linked participants, employers, partners, activities and evidence in a consistent data model, with configurable roles, workflows and reports.

05

The CRM solution

Adapted modules cover participants, employers, partners, activities, participation histories and evidence of outcomes. Rules account for each programme's duration, target groups, required documents and waiting periods so the next process step can be checked against the relevant requirements.

Notifications, tasks, deadlines and status changes are triggered by those rules. Document access follows roles; recurring funding reports are generated as PDF or Excel and archived. Existing data was consolidated and deduplicated. Sensitive participant information uses pseudonymisation, field permissions, IP restrictions and audit logs.

Our CRM integration and data migration service explains our approach to data models and interfaces in other projects.

06

Technical implementation and data protection

The platform uses EspoCRM on a LAMP stack and runs on three highly available servers in the EU. Python automations operate in Docker Swarm. SSL, two-factor authentication, IP restrictions, field permissions and audit logs complement pseudonymisation. Encrypted daily backups are kept in cloud and offline storage.

The approach

The path to the goal

  1. 1

    Target State & Process Chain

Together with KWB, we mapped out the entire participant process—from registration and planning of activities to documentation of results. This resulted in a clear blueprint for roles, access rights, status levels, and required documentation for each program.

  2. 2

    Funding Logic & Guidelines

The various funding guidelines were mapped as rule-based logic (duration, target groups, supporting documentation, waiting periods). This clearly defines when a transaction is permissible, which documents are required, and how eligibility is demonstrated.

  3. 3

    CRM Customization & New Modules

We developed customized modules for participant, employer, and partner management, as well as for mapping the entire process chain, including action planning, participation history, and proof of results. Interfaces and fields were designed to ensure that data is recorded consistently and can be reused.

  4. 4

    Workflow Automations

Notifications, deadlines, tasks, and status updates are triggered automatically. This allows teams to respond more quickly, shortens review cycles, and ensures that the entire process remains auditable and traceable.

  5. 5

    Data Protection & Pseudonymization

Sensitive participant data has been pseudonymized. In addition, we have implemented IP restrictions, field permissions, audit logs, and clear role profiles—to reduce privacy risks and make access traceable.

  6. 6

    Reporting & Documents

Automated reports for funding agencies (PDF/Excel) and a centralized document management system with role-based access controls ensure transparency. Recurring reports can be generated at the click of a button and are archived in an audit-proof manner.

  7. 7

    Data Migration & Quality Assurance

Inventory data has been consolidated, duplicates have been removed, and validation rules have been implemented. This provides a reliable data foundation for analyses, audits, and funding documentation.

  8. 8

    Training & Go-Live

We provided role-specific training for the teams and supported their productive onboarding. This allowed the programs to continue running without interruption while the new processes were firmly established.

  9. 9

    Technical Environment

Highly available infrastructure (3 servers, EU locations), EspoCRM on the LAMP stack, Python automations (Docker Swarm), SSL, 2FA login, daily encrypted backups with cloud and offline storage.

Result

KWB now manages several programmes centrally, transparently and in compliance with data protection requirements. Participant processes can be represented in full, funding rules are clearly documented and deadlines are managed proactively. Reports for funding bodies are generated automatically, while document management is clearly structured and audit-proof. Overall, the system reduces administrative work, creates a reliable data foundation and improves the information available to auditing bodies. Our service overview explains how we approach CRM integration and data migration for other processes.

What we learned

Funding programmes need more than contact management. Rules, evidence, roles and reporting requirements belong in the data and process model from the beginning. Separating information needed for case work from protected identity data was especially important. Comparable organisations should agree on reporting definitions before automating exports.
